The Trump Administration: A Source-Verified Record

A source-verified record of the Trump administration's accomplishments, legislation, executive orders, pardons, and government-efficiency initiatives across both terms (2017–2021 and 2025–present).

Last Updated: November 6, 2026 at 12:15 AM EST

Executive Summary

A source-verified record of the Trump administration's accomplishments, legislation, executive orders, pardons, and government-efficiency initiatives across both presidential terms — the first term (2017–2021) and the second term (2025–present). Entries carry dates, figures, and source citations; contested figures are presented with the range of credible assessments.

As of November 5, 2026, the second Trump administration is about 21 months into its term. In the November 3 midterm elections, major networks projected that Democrats will win control of both the House and the Senate beginning in January 2027[93][94]; the President had said he would use his veto power if Democrats took Congress[97]. Also since the previous edition: the President said U.S. aid to Israel would end at year’s end[95], and new U.S. strikes on Iran preceded Election Day[96].

This edition updates the 2026-11-04 report. New items this run are flagged in the Recent Developments section.

Economy Economy & Taxes

One Big Beautiful Bill Act (OBBBA)

Signed July 4, 2025, OBBBA made permanent the reduced individual tax rates from the 2017 Tax Cuts and Jobs Act and expanded full expensing for business investment.[19][20] Independent analysis characterized the package as roughly $4.5 trillion in net tax cuts alongside about $1.2 trillion in spending reductions, for an estimated net cost of about $3.3 trillion over 10 years relative to current law.[21]

Selected OBBBA provisions
  • Permanent extension of 2017 individual rate brackets (top rate 37%).[19][22]
  • Temporary deductions (2025–2028) for tip income, overtime pay, car-loan interest, and an added deduction for filers 65+.[22]
  • SALT deduction cap raised to $40,000 for filers under $500,000, reverting to $10,000 after five years.[19]
  • Acceleration/phase-out of certain clean-energy and EV tax credits.[22]

Seniors & cost-of-living measures

Announced October 2–3, 2026, a one-time $90 payment is going to more than 20 million Medicare Part B enrollees, totaling roughly $2 billion from the Medicare Improvement Fund created in 2008 and not previously drawn on. Most recipients receive direct deposits; reporting noted Medicare Advantage enrollees are generally not covered, and critics noted the timing ahead of the midterms.[49][29] The Social Security Administration announced a 3.6% cost-of-living adjustment for 2027.[28]

Agriculture

On October 19, 2026 the administration announced an $8 billion aid package to help farmers offset elevated diesel and fertilizer costs.[11][31]

Industrial investment

An October 26 White House release cataloged manufacturing, energy, agriculture, semiconductor, and shipbuilding investments the administration attributes to its policies; these are administration characterizations.[51]

Housing Housing Costs

An October 22, 2026 White House fact sheet summarized housing-affordability actions, including a January 2026 executive order barring large institutional investors from buying single-family homes that could otherwise be bought by families; the administration has asked Congress to codify the policy.[47]

The White House maintains the authoritative list of presidential actions.[1]

Immigration Immigration & Border Security

The administration states it has driven illegal crossings to record lows since January 2025 and substantially reduced the unauthorized population.[6] These are administration characterizations; independent figures vary by source and metric.

Enforcement actions remain the subject of active court proceedings. Reporting on October 26 also described a Justice Department effort — 31 lawsuits — seeking states' complete voter rolls, which the department frames as ensuring voter-list accuracy and which states contesting it frame as a privacy issue.[53]

Foreign Policy Foreign Policy & Diplomacy

Trade Trade & Tariffs

Tariff policy remains central to the second-term agenda. The Graham Act authorized tariffs of up to 100% on goods from major purchasers of Russian oil and gas; EO 14436 suspended those provisions.[34][35] Trade and investment deals underpin the $54 billion Alaska LNG pipeline arrangement with South Korea and Taiwan, which the White House says will cut Alaskans' energy costs by $10 billion; the President has said South Korea could face higher charges if it does not participate.[46][8]

DOGE Department of Government Efficiency

DOGE wound down operations on July 4, 2026.[25] Savings figures are contested:

Source / claimFigure
DOGE self-reported total savings[24]~$55 billion
Itemized savings verifiable on its site[24]~$16 billion
Independent watchdog review of contract savings[25]Far lower than claimed
Savings totals attributed to DOGE are disputed; this report presents the range.[23][25]

Healthcare Healthcare Policy

TrumpRx.gov

TrumpRx.gov, the administration's prescription-drug price-transparency and discount platform, was expanded in May 2026 to cover widely used generic medicines.[18]

Medicare Part B payments

One-time $90 payments to 20M+ Part B enrollees from the Medicare Improvement Fund (see Economy). The payments are separate from $500 refund checks the administration is sending to ACA marketplace enrollees.[49]

Courts & policy

On October 21, 2026, the Supreme Court left in place a block on a Bureau of Prisons policy ending certain medical care for transgender inmates.[38]

Trump Accounts Trump Accounts

Created under OBBBA, Trump Accounts are tax-advantaged investment accounts for American children. Deposits opened July 4, 2026; children born Jan 1, 2025–Dec 31, 2028 may receive a one-time $1,000 Treasury seed contribution.[13][14]

The $1,000 seed remains unclaimed until a parent or guardian activates the account via the app.[36]

Judiciary Judicial Appointments

First term: roughly 231 Article III judges plus three Supreme Court justices. Through August 2026, second-term Article III appointments numbered about 53, with fewer vacancies slowing the pace. Trump appointees occupy close to one in three life-tenured federal judgeships.[26][27]

Energy Energy & Environment

Veterans Veterans Affairs

The administration continues VA access and rural-care initiatives highlighted in state-level releases, including remote patient monitoring and rural provider funding.[6]

Justice Criminal Justice & Pardons

The 2018 First Step Act remains the signature first-term criminal-justice reform.[8] In the second term, DOJ launched a $25 million Fraud Whistleblower Incentive Program.[9][10] On October 30, 2026, the White House Task Force to Eliminate Fraud announced charges against four people in an alleged $41 million Minnesota health-care fraud scheme.[78]

Clemency

The President had granted clemency to more than 1,700 people as of June 11, 2026, including over 1,500 grants tied to January 6.[50] A CBS News review published October 27 of more than 160 other clemency orders (January 2025–October 2026) found at least $119 million in court-ordered restitution left unpaid when clemency was granted; the White House has defended its clemency decisions as correcting unfair prosecutions.[48] On October 24 the President said he would be permitted to pardon White House staff but had not seriously considered it; reports describe internal discussion of category-based preemptive pardons.[54]

Technology Technology, Science & Innovation

The administration announced a broad set of science initiatives emphasizing AI-driven research and support for early-career STEM scientists, and created a Super Intelligence Force to coordinate federal AI policy.[7][30] On October 28, 2026, a Section 232 proclamation found imported robots and industrial machinery to be a national-security concern and directed trade negotiations.[75]

Women's Health Women's Health Initiative

On October 19, 2026, in an effort led by First Lady Melania Trump, the President signed an EO directing NIH to establish a women's health division within 90 days and creating a White House Women's Health Task Force.[2][3][43]
